ICA Transition

Dear CoC Providers and Partners,

As part of our ongoing efforts to improve our efforts to both end homelessness in the City of Atlanta and to ensure the highest levels of capacity and services in the Atlanta Continuum of Care, Partners for HOME has decided to terminate our Agreement with the Institute for Community Alliances (ICA) HMIS Administration Services for the Atlanta Continuum of Care. This change will be effective August 31, 2024. 

As a component of PFH decision to terminate the agreement with ICA, we have made the decision to manage HMIS administration internally through expansion of our staff. We have initiated the hiring of the following new positions and roles to support internal management of HMIS:

  • Senior Program Manager, HMIS – responsible for the comprehensive handling of HMIS, (including training internal staff, system updates and troubleshooting technical issues), managing HUD reporting requirements, maintaining database integrity, and ensuring compliance with federal mandates. 
  • Senior Program Manager, Performance – responsible for developing, monitoring, and refining performance dashboards and reporting systems to enhance compliance and alignment with federal and organizational guidelines. 
  • Data Analyst – responsible for conducting thorough data analysis to inform planning and performance evaluations, creating advanced reporting templates, and delivering compelling data visualizations and narratives that support all levels of the Continuum of Care (CoC). 
  • Program Manager, HMIS – will act as an HMIS administrator for the Atlanta CoC, including handling issue tickets, setting up agencies and projects, and other HMIS administrative duties. 

Between now and August 31, ICA will continue HMIS Administrative duties including developing and/or modifying dashboards; review and update current inventory of HMIS reports and queries; lead and complete monitoring of Georgia HMIS Lead Agency; conduct monitoring of Atlanta CoC agencies that enter data into HMIS; and provide updated Standard Operating Procedures. ICA has been an integral partner in our CoC and has helped build our HMIS system, and the effects of their work will benefit our CoC for years to come
