Lisa Cowan

Biography

Lisa joined Partners for HOME in September 2025 as the Vice President of Data & Impact. In this role, she leads system-wide data strategies, continuous quality improvement, and capacity building activities that ensure an outcome-driven homeless crisis response system. Lisa brings more than 15 years of experience at the intersection of public health, housing, and data systems. In 2007, this New Jersey native moved to Atlanta and began working with HUD-funded housing programs to support families through relocation planning and connect them to services that promoted long-term stability and self-sufficiency. She later served as Deputy Director of the Office of HIV/AIDS at the Georgia Department of Public Health, where she led statewide HIV data integration efforts and co-authored Georgia’s Integrated HIV Prevention and Care Plan. There, her work centered on using data to shape policy and strengthen care systems across the state. Most recently, Lisa directed infectious disease programs at Mercy Care – Atlanta’s only Healthcare for the Homeless FQHC – where she oversaw Ryan White, PrEP, and SAMHSA-funded initiatives.

At Partners for HOME, Lisa brings a full-circle perspective grounded in community experience, technical expertise, and a deep commitment to making homelessness in Atlanta rare, brief, and nonrecurring
